​Roga Danar an engineered soldier who has been exiled by his people to a prison planet escapes while the Enteprise is visiting the leaders of Roga's home planet, Angosia for consideration as a Federation member. At first the crew treat him like a criminal but they quickly discover there's more to him and that the Angosians are not as ready as they think to join the Federation.
